Objective

ARTICLE 1- (1) The purpose of this Regulation is to determine the use and allocation procedures of the units attached to the Deputy Secretary General in charge of National Palaces.

Scope

ARTICLE 2- (1) This Regulation covers the determination of the areas to be allocated to palaces, mansions and pavilions affiliated to the Deputy Secretary General in charge of the National Palaces, the content of the activities to be organized in these areas, the conditions and the regulations regarding the prices.

Basis

ARTICLE 3- (1) This Ordinance is issued on the basis of Article 27, dated 1/12/2011 and numbered 6253 of Grand National Assembly of Turkey Presidency of the Law on Administrative Organization.

Places outside the scope of allocation

ARTICLE 4 - (1) The Dolmabahçe Palace Greeting Hall and Medhal Hall are reserved for the use of the President, the Speaker of the Turkish Grand National Assembly and the Prime Minister, and are out of the scope of the allocation. The Dolmabahçe Palace Medhal Hall can also be used for events to be organized by the Deputy Secretary General for National Palaces.

Allocation request

ARTICLE 6- (1) The persons, institutions and organizations requesting the allocation shall apply to the Museology and Promotion Department at least 10 days before the date of the allocation with a letter stating the content of the request. The Directorate of Museology and Promotion presents its opinion on the application to the approval of the Deputy Secretary General in charge of National Palaces and the Secretary General of the Grand National Assembly of Turkey or to the approval of the General Secretariat of the Grand National Assembly of Turkey and the approval of the Turkish Grand National Assembly. Except for Dolmabahçe Palace Royal Garden and Beylerbeyi Palace Royal Garden and Harem Garden, the approval of all allocable places is made by the General Secretariat of the Grand National Assembly of Turkey for a full price. Allotments made with free of charge and with discounted fees are approved by the Turkish Grand National Assembly.

(2) The persons, institutions and organizations requesting the allocation for the exhibition space apply to the Museology and Promotion Department together with the information and documents related to the works to be exhibited. Museology and Promotion Office evaluates and decides the suitability of the exhibition. Dolmabahçe Art Gallery, Dolmabahçe Palace Glass Pavilion and Beylerbeyi Palace Tunnel,

which are affiliated to National Palaces, can be allocated for exhibition purposes with the approval of the General Secretariat Authority of the Presidency of the Grand National Assembly of Turkey (TBMM), and other venues with the approval of the Directorate General of Museums and Publicity and Assistant General Secretary in charge of National Palaces for 15 days. Exhibition Venues paid to individual exhibitions; can be allocated free of charge to organizations such as foundations and associations with the approval of the General Secretariat of the Grand National Assembly of Turkey.

Allocation rules

ARTICLE 7- (1) The rules to be followed in the allocated spaces, other than those determined by the Deputy Secretary General in charge of National Palaces, are as follows:
a) No action shall be taken to damage or damage the historical structure in the allocated spaces.
b) Fireworks, pyrotechnics and confetti cannot be used in the historical places allocated. Stages and walkways cannot be constructed on Dolmabahçe Palace Medhal Hall entrance stairs and podium on marble shelves.
c) The sound level to the palace walls cannot exceed 90 decibels.
d) Political meetings and demonstrations cannot be held in the allocated spaces.
e) The allocated space can only be used within the hours determined by the Museology and Promotion Department.
f) If there is a request during the reception in the evenings, admissions to the palaces, mansions and pavilions can be organized for two full ticket fees.

(2) The persons, institutions and organizations requesting the allocation for the exhibition space apply to the Museology and Promotion Department alongside the information and documents related to the works to be exhibited. The Museum and Promotion Office evaluates and decides the suitability of the exhibition.

Allocation fees

ARTICLE 8 - (1) Allocation fees shall be determined by the Presidency Council of the Turkish Grand National Assembly.

Free allocation

ARTICLE 9- (1) In the places to be allocated, the allocation fee shall not be charged for the activities organized by the Presidency of the Grand National Assembly of Turkey or the Deputy Secretary General in charge of National Palaces, and the institutions and organizations that work jointly with Museology and Promotion Department.

(2) Apart from these principles, the Speaker of the Turkish Grand National Assembly may allow free of charge use, or up to 20% discount on the allocation price to national and international scientific, cultural and similar activities that will bring prestige to, and benefit the reputation of our country.

(3) Venues allocated for cultural exhibitions free of charge and the conditions of allocation are presented in the annex of this Regulation.

Protocol

ARTICLE 10- (1) A protocol including the conditions of use of the space and the obligations of the parties shall be issued for the allocations approved by the relevant authorities. If deemed necessary by the Museology and Promotion Department, the existing protocol may be amended or additional protocols may be issued. The provisions of the Protocol shall be applied together with the provisions of the Regulation.

Liability for collateral and damage

ARTICLE 11- (1) 25% of the allocation price shall be obtained from the allocated person or institution as collateral against the possibility and risk of violating this Regulation and protocol, and damages to the allocated area. The collateral received shall be returned according to the report to be prepared by the relevant departments of Museology and Promotion Department after the event. If damage is specified in the said report, the amount of collateral remaining after deducting the damage amount, determined by the Museology and Promotion Department, is returned to the allocated person or institution. In case of no damage, the entire deposited collateral is returned to the allocated person or institution.

(2) In cases of damages to palaces, mansions and pavilions connected to National Palaces that are allocated free of charge or with discounts for the national and international scientific, cultural and similar activities which will prestige to, and benefit the reputation of our country, shall be paid by the person or institution the space was allocated to by the Speaker of the Grand National Assembly of Turkey, except for the cases specified in the provisions of this regulation.

Receiving allocation fees and collateral


ARTICLE 12- (1) 25% of the allocation price of the palaces, mansions and pavilions to be allocated, if available on the requested date, is deposited into the account

(2) In case the request is not approved, the amount deposited shall be refunded. However, if the person requesting the allocation cancels the activity after the approval, the entire 25% amount deposited is recorded as income in the special allowance account.

(3) In case the request is approved, the remaining portion (75%) of the allocation fee shall be deposited to the account T.C.Ziraat Bankası Beşiktaş Branch National Palaces IBAN: TR35 0001 0005 2986 8469 9950 10.

(4) 25% of the allotment amount, as collateral for the damages to be incurred in the spaces allocated at the event, shall be deposited to the account T.C. Ziraat Bank TBMM Branch IBAN: TR 87 0001 0009 0303 2984 6760 01.

(5) In the event that the person, institution or organization requesting the allocation cancels the activity after the payment of the whole allocation amount, 75% of the amount deposited shall be refunded and the remaining 25% shall be recorded in the special allowance account.

Responsibility

ARTICLE 13- (1) The persons, institutions and organizations that are allocated will be responsible for all kinds of legal, criminal and financial consequences that will arise in case of violation of the provisions of this Regulation and the protocol issued. In case of contravention of the provisions of the regulation and the protocol and where the public interest requires, the Deputy Secretary General in charge of National Palaces may apply to the General Secretariat of the Grand National Assembly of Turkey for the abolition of the allocation. In such cases, the Authority may decide to abolish the allocation.

Security

ARTICLE 14- (1) Within the scope of this regulation, the entry of the personnel of the company to work in the preparation of the activities to be carried out in the allocated outdoor spaces shall be ensured by the Directorate of National Palaces Protection Branch.

Persons who will participate in the preparations for the events in the allocated areas shall be subject to background checks.

Repealed Regulation

ARTICLE 15- (1) The Regulation on the Allotment of National Palaces Units approved by the Grand National Assembly Decision dated 27/01/2016 and numbered 3 was abolished.

Executive

Article 17 (1) These Regulations are enforced by the Speaker of the Grand National Assembly of Turkey.
